JOB SUMMARY:  Under the direction of the Chief Financial Officer, the Director of Chapter Accounting oversees all general finance and accounting activities related to the Chapters.  Directs the activities of the Chapter Accounting Managers and Chapter accounting and finance personnel.  Responsible for the adequacy of Chapter accounting controls, the accuracy and timeliness of Chapter financial reports, and the efficiency of Chapter accounting policies and procedures. 

 

ESSENTIAL FUNCTIONS:

Oversee Chapter accounting systems and procedures.  Analyze and streamline accounting and financial systems and procedures to improve controls, eliminate inefficiencies and accelerate financial reporting to and from Chapters. Responsible for selecting and implementing new accounting technology for use by the Chapter Offices. Prepares sophisticated analysis of Chapter Office finances using Excel and Access based on Chapter accounting data and well as other organizational data for presentation to management and the Board. Provide meaningful monthly reporting of Chapter financial results, both actual and actual versus budget.  Analyze and report significant variances to the Chief Financial Officer. Oversee Chapter budgeting process.  Develop templates, systems and procedures to facilitate budgeting.  Provide guidance to Chapter staff on budget targets and process. Prepare Chapter cash flow reports and expenditure analysis to ensure Chapters maintain adequate cash resources and reserves. Supervise Headquarters Chapter Accounting Officers and perform their duties as needed. Supervise Chapter Finance Managers in a dual reporting relationship with the Country Directors. Review all Chapter Office accounting and finance positions with the Country Directors to ensure staff excellence. Prepare new accounting policies and procedures manual.  Provide appropriate training to Chapter staff. Travel to Chapter Offices to provide ongoing training of clerical and professional personnel involved in accounting and finance functions. Coordinate the preparation of required reports for private, quasi-government and government donors. Provide revenue and cost analysis to support strategic decision-making within the Chapters. Develop modeling, forecasting and other analytical tools to improve planning and decision-making approaches for the Chapters as a whole. Analyze field spending against commitments to identify where over/under spending may occur. Perform data integrity checks to ensure accuracy of data generated by the Chapter Accounting system. Perform internal and operational audits of all Chapters once each year Coordinate the annual external audits of the Chapters. Oversee Chapter banking relationships.

 

 Qualifications:

Bachelor or Masters Degree in finance or accounting field. US CPA designation preferred. Minimum 2 years of successful experience in government grants administration required. Minimum of five years' general accounting experience and two years as a manager of an accounting department. Demonstrated ability to create meaningful financial reports using advanced Excel and Access techniques required. Ability to manipulate, analyze and interpret data with excellent presentation skills required. Working knowledge of manual and automated accounting systems, preferably in a non-profit environment. Relevant international experience and willingness to travel. Well-developed participatory management and administrative skills, with proven ability to train and motivate personnel. Highly organized with strong analytical and reasoning abilities. Well-developed interpersonal skills. Ability to get along well with diverse personalities. Ability to establish credibility and make decisions. Good written and verbal communication skills. Ability to work effectively both independently and as part of a team.
