ESSENTIAL JOB FUNCTIONS

 

Provides leadership and direction to support services functional entities including facilities management and leasing, records management and document control, mail operations, reprographics, courier services, warehouse operations, inventory control and vehicle management

Pro-actively develops and presents recommended programs, policies and procedures to executive leadership which ensure internal customer requirements for physical resources and administrative support are met in a manner which meets or exceeds ambitious operational needs and cost targets. Continuously seeks methodologies which enhance the capabilities of the agency to serve external clients in the most efficient manner possible

Supervises and directs managers and staff and oversees all activities of the division

Serves as liaison to Risk Management function for emergency and disaster recovery planning and activities

Manages the space planning and allocation process for all agency facilities

Provides leadership to Recycling Coordinator and Energy Management Coordinator

Serves as agency liaison to Texas Facilities Commission on all matters related to facilities management

Develops annual support services work plan aligned to agency goals and commitments

Identifies budgetary needs and develops budgetary estimates designed to meet division and relevant agency requirements

Directs the planning, coordination, maintenance and review of project schedules

Attends work regularly in accordance with agency leave policy

Complies with all agency policies and procedures, including but not limited to applicable security and safety rules, regulations and standards

MARGINAL JOB FUNCTIONS

Performs related work as assigned

MINIMUM QUALIFICATIONS

High school graduation or equivalent

Graduation from an accredited four-year college or university with a major course of study in business administration, public administration, engineering or job-related field. Specific job related experience may be substituted for undergraduate level education on a year for year basis

Ten years full-time experience related to facilities management, administrative services, project management and team leadership

Excellent skill in written and verbal communications including technical documentation capability

Capability to interface effectively with all levels of employees including executive leadership as well as contractors, other state agencies’ representatives and outside vendor contacts

In-depth knowledge of state and federal laws, regulations and requirements related to area of assignment

Demonstrated skills in negotiation and facilitation

Ability to work collaboratively, manage heavy and cyclical workloads and function effectively in a dynamic environment

Proven skills in team-building, motivation, organizing, customer service and creating a positive working atmosphere

Skill in using a computer for word-processing and data entry/retrieval

PREFERRED QUALIFICATIONS

Extensive experience in space planning and move coordination

Experience in project management tools and systems such as MS project

Proficiency in MS Office Suite

Knowledge of Texas Facilities Commission rules and procedures
