Position: Director of Capital Construction, Northern California Region Group: National Facilities Services - Business Information Office (NFS BIO) Location: Oakland, CA COMPANY PROFILE: At approximately $31 billion in revenues, Kaiser Foundation Health Plan and Hospitals (KFHP/H) is Americas largest not-for-profit health maintenance organization. Named after Henry Kaiser, the company has grown from a 23-bed hospital into an integrated health delivery system serving 8+ million members in 9 states and the District of Columbia. DESCRIPTION OF MARKET AREA: There are five main drivers of the KPs capital plan: 1) Existing Membership: Upgrading, expanding and replacing facilities in order to continue providing high quality, convenient and affordable care to our 8.5 million members 2) New Markets, New Members: Expanding into new geographic areas supports future membership growth; anticipate 10 million members by 2010 3) New, emerging and future technology 4) Internalization of Care Delivery: Bringing services in-house improves quality and affordability of care 5) Seismic Regulatory Requirements: SB-1953 affects 13 California hospitals (thats 43% of the KPs licensed acute care hospitals) In response to these drivers, National Facilities Services embarked (in 2005) on the largest capital spend on facilities in its history. NFS will build 14 new hospitals, over 20 new Medical Office Buildings and numerous expansions. These new facilities will serve our members for the next 50 years. This estimated $36B capital program will generate a demand of approximately $350-$400M of IT equipment and services on an annual basis. POSITION SUMMARY: The Director will be required to know or learn KP-ITs program and process methodology, execute it within the established KP and KP-IT organizational framework and mentor other program managers, project managers and team members. The Director is accountable for the delivery of KP-IT products and services to our capital (facilities) projects. This includes meeting financial and schedule commitments for NFS capital construction projects within the NCAL region, communicating effectively with team members, KP-IT management, National Facilities Services management and regional business partners. On an annual basis, the IT Director is accountable for a portfolio of 300+ projects, including the construction of Hospitals, Medical Office Building, Central Utility Plants, Call Centers, Data Centers and hundreds for facility maintenance and/or repair projects. Additional responsibilities of this position iclude the following: - Responsible and accountable for the delivery of all IT infrastructure, equipment and applications required to operationalize facilities with a region. - Develop and sustain customer service/IT consulting relationships with NFS regional management team, KP business partners, transition teams and with regional/service area KP-IT management. - Exhibit leadership ability to motivate, set achievable objectives, maintain a positive outlook, take responsibility, make decisions and provide constructive feedback. - Standardize and monitor multiple projects using KP-IT/NFS project management methodologies. - Ensure program and project data is accurate and available for review by the NFS, business partners and KP-IT management on a consistent and frequent basis. - Use negotiation skills to achieve successful project outcomes around issues, scope, schedule, costs/budget and resources. - Serve as a key escalation point for scope, budget, resource and schedule issues arising from projects within the program portfolio. - Manage the funding/budget process for all IT projects within the regional portfolio. - Manage both NFS BIO capital construction program managers and project managers who may direct part or all of a campus strategy/program as well as matrix manage project managers and teams from other KP-IT groups who supply resources and services to the project. Basic Qualification: 1) 4+ years of information technology experience in capital construction that includes a broad understanding of both IT infrastructure and application projects through professional services consulting and/or project/program management. 2) 7+ years progressive experience as a program/project manager that includes managing implementations of large, complex projects with multi-million dollar budgets and direct experience in client relationship management including communicating effectively at the senior leadership level. 3) Self starter, who is a dynamic and energetic team leader, to identify needed resources, define roles and responsibilities, and ensure assignment of key project participants in a heavily matrixed environment. 4) Familiarity with budgets, work plans and schedules, and deliverable and responsibility matrices within a large capital construction environment is critical. 5) Ability to effectively understand and communicate with team members responsible for IT infrastructure (networks, servers, desktops), application implementation, BioMedical, Pharmacy and Lab systems implementations is a must. Preferred Qualifications: 1) Proven expertise in leading multiple teams through both overlapping and sequentially related projects is a must. 2) Strong client relationship building skills are essential, as is the ability to manage highly complex, large-scale projects with overlapping schedules with multiple inter-dependencies. 3) Large scale capital construction experience is a must. PMI certification is a plus. Healthcare experience is a plus. 4) Overseeing all projects in the regional portfolio, program planning, program financial management, program schedule management, program resource management, communication, mentoring and management of program/project managers assigned to projects within the program portfolio, risk management, quality control, implementation leadership. 5) Experience in Six-Sigma methodology or other continuous improvement methodologies is a plus.
