The Maryland Public Service Commission is seeking a Chief Staff Counsel with experience in the regulation of public service companies to fill this senior level management position. The position is primarily responsible for the presentation of Staff’s position on regulatory issues to the Commission through evidentiary hearings and briefings. Other responsibilities will include, but are not limited to:

• Plan, coordinate and supervise the activities of the Staff Counsel Division.
• Supervise Staff Attorneys I, II, and III in preparation and presentation of all cases and other assignments.
• Fill vacancies in a timely manner with qualified applicants.
• Review all briefs, proposed settlement agreements, Staff Counsel settlement comments, regulations, Staff Counsel Division agenda item comments
• Provide informed policy guidance to Staff Division and legal counsel on Commission matters to the general public.
• Provide procedural and policy direction to the Commission, Technical Staff, Staff Attorneys and industry representatives through in-house conference, memoranda, and meetings.
• Appear in formal cases as lead attorney conducting all aspects of case including discovery. Prepare cross-examination briefing and oral argument.
• Negotiate major case settlements.

The candidate must have a minimum of two years managerial experience and excellent oral and written communication skills. Prior hands-on litigation experience is preferred.

GENERAL REQUIREMENTS:

Education: Possession of a Juris Doctor or equivalent degree from an accredited school of law.

Experience: Three years of experience in a government agency practicing law related to the regulation of public utilities or four years of experience practicing law in a regulated public service industry.

Notes:

1. An employee in this classification must have membership in the Bar of any state or federal jurisdiction at the time of appointment and must become a member of the Maryland Bar within 18 months of appointment.

2. The above requirements are set by the Public Service Commission in accordance with Code of Maryland Regulation 20.07.01.04.
