Director, Child Care Center Vacancy ID O-033-08 Open Date 04-02-2008 Job Close Date 04-23-2008 Campus Orange Coast College Department OCC\SS\Child Care Center Shift Regular Job Category Mgmt/Supervisor Work Calendar 12 Mo Classified Performance Responsibilities Under administrative direction of the Vice President of Student Services, to plan, organize, and administer a comprehensive Child Development Center, including instructional, nutritional, parent involvement/education and college student early childhood education practicum elements; to develop funding applications, budgets, and recordkeeping systems; determine appropriate staffing levels and ratios; and to perform related duties as required. a. Develop personnel policies of the Center. b. Prepare job descriptions. c. Recruit, interview, select, and schedule employees. d. Prepare employment forms and reports. e. Plan and conduct training programs. f. Assign, direct and evaluate work, and discipline staff. g. Serve as advisor to Parent Club, providing parent orientation, counseling, referral, newsletter and meetings. h. Coordinate with numerous community agencies for field site placement of students. i. Conduct tours, make presentations to community groups, develop and maintain good working relationships with all campus offices which affect the Children's Center. j. Organize advisory committees and operate publicity program for Children's Center. k. Assemble and design enrollment forms and reports. l. Make initial contact with parents, determine eligibility and fees, enroll children, schedule hours and prepare contracts and hearing notices. m. Prepare budget. n. Recommend tuition fees for approval by Board of Directors. o. Supervise maintenance of records. p. Research outside funding sources, write proposals and solicit funding from private and public agencies. q. Direct the maintenance of a wide variety of recordkeeping and reporting systems. r. Prepare application for Child Care Food Program. s. Verify eligibility of children for programs. t. Arrange contract for food service. u. Supervise serving of food in Children's Center. v. Consult with nutritionist regarding food program and menus. Develop Educational objectives. w. Supervise management in classrooms. x. Plan calendar of activities. y. Plan and develop curriculum. z. Evaluate program goals and objectives, consult with teachers regarding assessment of children's progress. aa. Develop and maintain classroom materials, visual aids and library. bb. Arrange for field trips. cc. Arrange special events and programs. dd. Determine health and safety standards required by State and local agencies and plan program of compliance. ee. Keep health histories and physicians reports. ff. Arrange dental, speech and hearing screening and referrals to specialists. gg. Inspect plant for safety and health hazards. hh. Plan and conduct fire safety, first-aid and cardio-pulmonary resuscitation (CPR) training programs. ii. Direct maintenance and repair of equipment and facilities. jj. Submit work orders or schedule staff to accomplish maintenance and repairs. kk. Supervise field site students enrolled in various early childhood practicum courses. ll. Provide opportunity for special class project. mm. Orient and supervise OCC and other college students using the Children's Center for observational purposes. nn. Develop and evaluate program goals, objectives and philosophy in consultation with the staff, the Children's Center Coordinating Council, and college administration. oo. Plan, develop, coordinate, and evaluate curriculum and monitor child assessments. pp. Assure program compliance with State and Federal requirements, and other applicable policies and procedures. qq. Assure compliance with all health and safety regulations and coordinate various health screening, child health immunization recordkeeping; provide first aid and CPR training. rr. Supervise and coordinate child care food program and arrange contracts for food services. ss. Serve as advisor to Parent's Advisory Committee and oversee planning and implementation of parent education and participation programs. tt. Support, advise, and provide referrals for program participants as needed. uu. Interview, select, supervise, train, and evaluate Children's Center staff, including paid and/or unpaid assistants. vv. Plan, coordinate, and supervise enrollment process to meet all applicable guidelines. ww. Prepare annual budget; monitor income, expenditures, and attendance figures and prepare related reports. xx. Write proposals, research and solicit funding from appropriate individuals Minimum Qualifications: Faculty/Educational Administrators complete the Equivalency Application only if you do not meet the minimum qualifications for the position you are applying to, and you wish to be considered. Knowledge of: 1. Current theories and concepts used in child development, early childhood education and parent education. 2. Health, safety, and nutritional requirements of an early childhood care and education program. 3. Federal, state, and local funding sources, funding requirements, and laws and regulations governing programs for young children (Title 5 and Title 22). 4. Business math. 5. Basic computer systems (Word and Excel). 6. General principles of management, supervision, and training. Ability to: 7. Plan, organize, and administer a comprehensive child development program. 8. Write proposals, procedures, regulations, publicity information and correspondence. 9. Prepare and control budgets from multiple funding sources. 10. Develop and monitor comprehensive recordkeeping systems. 11. Plan, organize, and supervise the work of a large staff while providing leadership and team building. 12. Develop curriculum and learning materials. 13. Facilitate the bi-annual assessment of each child using the Desired Results Developmental Profile as directed by the California Department of Education, Child Development Division. 14. Evaluate program effectiveness. 15. Communicate effectively with individuals and groups of widely varied backgrounds. 16. Understand and carry out oral and written instructions. 17. Operate a vehicle observing legal and defensive driving practices, and possess an appropriate, valid and unrestricted California Drivers License. 18. Establish and maintain effective relationships with those contacted in the course of work. Education and Experience: 19. Bachelor's Degree in Child Development or a related field including 24 ECE/CD units with core courses, 6 administration units and 2 adult supervision units. 20. At least three years progressive, responsible experience in the management of a comprehensive Child Development program. 21. Or, any combination of education and experience that would provide the required qualifications (see the California Child Development Permit Matrix). Licenses/Certifications Required: 22. California Child Development Program Director permit issued by the California Commission for Teacher Preparation and Licensing. 23. Valid Red Cross First Aid Certificate. 24. Valid CPR Certificate. Desired Qualifications 1. Bilingual abilities in English and Spanish or Vietnamese may be desirable for some positions. 2. Experience in supervising publicly funded early childhood programs. Conditions of Employment This is a regular, full time, 12-month per year management position. The normal hours of work will be 8:00 a.m. to 5:00 p.m., Monday through Friday. Initial placement is within the starting salary range. Further advancements are based on initial salary placement.
