Systems Division provides select Government, commercial, and international customers value-added, total worldwide systems solutions for their air and missile defense, air traffic control, communications, command and control, range, spacelift, surveillance, and force protection needs, as well as full logistics support services for facilities and equipment. POSITION SUMMARY: Responsible for day-today management of the ITT Subcontracts department. Ensures Subcontracts compliance on corporate policies, legal issues, FAR guidelines, and customer support. Works on complex problems, exercising ethical judgment within broadly defined practices and policies. Participates in making and approving decisions related to Subcontracts management and overseeing their implementation. MAJOR JOB ACTIVITIES: 1.Establishes and maintains subcontracts and procurement procedures and policies to ensure compliance with Government/customer contractual requirements. 2.Ensure proper execution of Consultant Agreements, Nondisclosure Agreements, and Teaming Agreements 3.Reviews and interprets subcontracts specifications, requirements and terms and conditions for incorporation into proposal submittal to customers. 4.Support the issuance of RFPs to prospective subcontractors and vendors and provides expertise to service selection activities. 5.Responsible for providing input to negotiation and execution of teaming agreements with potential subcontractors. 6.Monitors subcontracts performance to ensure that all contract terms and conditions are met. 7.Assists Program Managers in the business management of subcontracts, may be key participant in leading the development of subcontract proposals in support of ITT's business capture department 8.Responsible for the pre and post award administration of a variety of contracts including CPAF, FP, FPAF, T&M, etc. 9.Supervisory duties to include providing input on personnel requirements, performance reviews, salary reviews, employee development, etc. 10.Directs the coordination with other departments on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests. MINIMUM QUALIFICATIONS: Education: Bachelors degree Experience: Minimum of 10 years of related experience including Purchasing, Contracts, Subcontracts or a combination thereof Prefered: CPCM or CACM; NCMA membership; Government Level II or III certification 1.Vast experience working a wide variety of contracts and subcontracts with a strong background in Subcontract administration and management 2.Thorough hands-on knowledge of FAR regulations, CICA, TINA, and various types of contracts including CPAF, CPFF, T&M, and FP 3.Ability to communicate effectively with proposal and internal/external personnel at all levels of the organization to include subcontractors, staff, and customers. 4.Proven ability to apply problem-solving skills working in a fast paced environment and handling multiple activities. Experience working in a changing environment 5.Understanding of proposal management functions to include proposal preparation, evaluation notices, price revisions, etc. 6.Ability to provide guidance on terms and conditions and subcontract management execution to subordinates. 7.Strong knowledge of government small business guidance as it relates to subcontractor selection, and small business plan preparation 8.Ability to work with other departments including Pricing, Contracts, Legal, and Business Development.
