Definition of Work
Performs professional and administrative work supervising the operations of the Public Service Department; does related work as required. Work is performed under the general supervision of the Public Services Director. Supervision is exercised over all department supervisors.
Essential Functions/Typical Tasks
Directing the operations of the streets, building and grounds, water and sewer lines, water and wastewater treatment, sanitation and related public works operations; coordinating work with other departments; maintaining records and files; preparing reports.

· Manages, oversees, plans and directs the activities and operations of the streets, buildings and grounds maintenance, sanitation, water supply and wastewater treatment, metering and maintenance divisions.
· Performs long-range strategic planning and implementation procedures to ensure the future public health and safety needs of customers are met regarding streets, stormwater, sanitation, buildings and grounds, potable water, wastewater treatment and fire protection infrastructure.
· Establishes and manages the development and implementation of departmental goals, objectives, policies and priorities for each assigned division.
· Establishes performance management goals and monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned City services programs and works with subordinate staff on the continuous improvement of services.
· Directs and coordinates the work of architects, engineers and consultants engaged in the development and construction of major capital infrastructure projects.
· Makes field inspections of public works projects to ascertain status.
· Establishes broad operating policies and procedures.
· Handles correspondence, prepares a wide variety of reports on department activities as requested.
· Recommends operational changes to the Public Services Director.
· Evaluates employee performance.
· Receives citizen inquiries or complaints and dispatches available information recommending action.
· Oversees the preparation of department operating and capital budgets and monitors expenditures.
· Prepares various reports on activities and operations.
· Performs related tasks as required.
Knowledge, Skills and Abilities:
Thorough knowledge of the principles and practices of construction management, engineering and public administration; thorough knowledge of municipal public works and utilities administration, planning and design; ability to review and analyze plans and specifications for the construction of public facilities; ability to formulate comprehensive operational policies and procedures; ability to prepare technical reports; ability to supervise the work of a large staff; ability to establish and maintain effective working relationships with City officials, other public officials, associates, contractors and the general public.
Education and Experience:
Graduation from an accredited four year college or university with major course work in construction management or related field and at least 5 years experience in a supervisory/management position in public works management.
Physical Requirements:
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, vibration, hazards, and atmospheric conditions.
Special Requirements:
Possession of an appropriate driver's license valid in the State of North Carolina.
