Job Purpose and Duties
The Division of Vocational Rehabilitation Services (DVRS) is comprised of several major disability-related programs and services: Vocational Rehabilitation, Independent Living Rehabilitation, Assistive Technology, and Disability Determination Services. The Deputy Director is a member of the Executive Leadership Team and shares the responsibility of providing the division with leadership and oversight.
This position is responsible for making policy and fiscal decisions for the division. The division's operation budget is primarily federal and state funds and the incumbent helps to ensure that DVRS complies with state and federal regulations regarding the expenditure of these monies. The Deputy Director works closely with the director ensuring that the vision of the agency and division is fluently operational and effective throughout the different program components. The Deputy Director serves as the DVRS legislative liaison and represents the director when necessary at the department, community and legislature. This position reports to the Director of the division and directly supervises the Assistant Director of Employment Services, the Chief of Community Services, the Director of the Client Assistance Program, the Chief of Operations, the Director of Marketing and various other support service positions. In addition, the Deputy directs represents the director and division on a wide variety of councils, advisory boards, task force groups, and work groups within the department, other areas of state government and in the community.
Knowledge, Skills and Abilities
The Deputy Director must have a strong background in vocational rehabilitation and human services. Also necessary: an extensive knowledge of service provision to people with disabilities; minimum five years experience in program development and leadership including policy development as well as staff supervision; and strong interpersonal/communication skills including written and oral presentation skills. Candidate must demonstrated strong collaboration and negotiation skills. Master's degree in vocational rehabilitation or a related human service field is preferred.
Minimum Requirements
Master's degree in the field of study appropriate to the program of which this individual will administer. Representative fields of study could include and are not limited to business administration, accounting, public administration, health sciences, engineering, social sciences, public health, social work, education, or other related field provided the degree is that appropriate field, a minimum of four years of progressively managerial experience in that related field, two of which involved significant decision-making authority in planning, organizing, and directing the operation; or graduation from a four year college or university with a bachelors degree and six years of progressively responsible experience, three of which should have been in a supervisory or managerial capacity which involved significant decision-making authority in planning, organizing, and directing the operation; or an equivalent combination of training and experience.
