Madison Area Technical College (MATC) is the technical and community college for the greater Madison area. It is dedicated to providing accessible, high quality instruction and technical experience to meet the needs of its students, community and area employers.

Founded in 1912 to teach vocational skills, today MATC is a nationally recognized community college. It is one of the largest of the Wisconsin Technical College System’s 16 colleges and serves approximately 44,000 individuals annually. It provides a comprehensive curriculum of technical, liberal arts and sciences, adult basic education and continuing education, as well as customized training for employers. The college awards associate degrees, technical diplomas and certificates and offers classes that transfer to four-year degree programs.

MATC serves parts of 12 counties located in beautiful south central Wisconsin. Its 10 college facilities are spread among five campuses. MATC’s main Madison campus is located in one of the top-ranked places to live in the U.S. It is easy to enjoy the Madison area’s lakes, rolling hills, year-round sports and recreation activities and diversity of entertainment, nightlife, and culture. MATC’s regional campuses are located in the communities of Fort Atkinson, Portage, Reedsburg and Watertown. Position Summary:

The Dean provides for the leadership, design, organization, delivery, supervision, assessment and fiscal management of the district programs within this instructional Learning Center. The Dean coordinates efforts of the Center’s administrative, faculty and support team facilitating the goal of excellence through the instructional efforts of the Center. The position reports to the Vice President for Learner Success.

The Center for Health and Safety Education offers a number of high quality programs in allied health professions and Nursing. Health occupations education is in high demand in the MATC service district and most, if not all, of the programs offered in this Center are expected to grow significantly in the coming years. The MATC Academic Plan identifies the health professions as the primary area for enrollment growth in the next five to ten years.

All Health Related programs, Nursing, and Safety Education (drivers’ education) report directly to the Dean of Health and Safety Education. In this Center, there are 82 full-time and 182 part-time faculty. The Health and Safety Education Center has an unduplicated headcount of 3,263 students. The Dean is responsible for a budget of slightly over $12 Million.

Essential Functions:

The following duties are typically expected of this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

1. Instills a clear vision to address current and future needs through programs, innovative instructional design and curriculum within the Learning Center by providing leadership and facilitation of the vision and direction for the Center.

2. Fosters a student-centered approach to learning by actively supporting the implementation of a variety of instructional methods using strategies that align with the needs of the learner and encourage students to take responsibility for their own learning.

3. Positively impacts enrollment goals and ensures that learning programs address the needs of students, business and industry, and the community by facilitating collaboration across the Learning Centers including: district economic and workforce development and cross program/cross discipline efforts supporting academic and student success priorities.

4. Ensures that services and programs are provided in an efficient and effective manner guaranteeing quality and meeting student and stakeholder needs by regularly assessing and improving business processes.

5. Actualizes the long term vision by facilitating a quality culture throughout the Learning Center and providing for strategic and operational planning, outcomes assessment, and continuous quality improvement.

6. Actualizes long and short term goals and objectives by developing and advancing budget priorities through clearly defined objectives. Facilitates the reallocation of resources and/or the acquisition of new district and/or outside funding resources.

7. Supports program development, implementation, assessment and improvement by developing external relationships beneficial to the Center and the College including partnerships with four year colleges and universities, public schools, business and industry, and other stakeholders of the College and community.

8. Ensures that the Learning Center is appropriately representing the needs of students and faculty by serving as a member of the Learner Success Leadership Council, identified Systems Integrations Council(s), AQIP Teams, and other college committees representing the needs of students and the Learning Center.

9. Ensures that a diverse faculty workforce is hired, trained, and provided opportunities for professional development through appropriate and timely assessment processes

· Supervises full time faculty of the Center.

· Oversees the recruitment, hiring, promotion, transfer, retention and separation processes. Promotes diversity in faculty selections.

10. Ensures that student retention efforts successfully impact the completion of student goals by leading Center enrollment management goals and objectives.

11. Ensures that programs and services are designed and implemented to align with strategies to achieve student equity goals and objectives in support of the growing diversity of our students and communities.

12. Provides for the efficient and effective resolution of student-related complaints by consistently and successfully using the college student complaint process.

· Demonstrated knowledge and ability to implement contemporary methods of instructional delivery and curriculum development.

· Thorough knowledge of accreditation, assessment, articulation and academic advising.

· Demonstrated knowledge of Learning College Principles.

· Demonstrated knowledge of and sensitivity to the diverse academic, socioeconomic, cultural and ethnic backgrounds and physical abilities of technical and community college students.

· Ability to communicate effectively, both orally and in writing.

· Demonstrated ability to effectively develop and administer budgets.

· Demonstrated ability to develop strategic and short-range plans and oversee the actualization of planning efforts.

· Proven ability to implement change and manage conflict

· Demonstrated ability to manage in a multi-cultural environment

· Proven ability to work effectively with administrators and faculty; formulate policies and procedures; coordinate and facilitate meetings; and establish and maintain effective working relationships

Key Competencies: Successful MATC managers develop and exhibit a number of competencies that have been selected to support and align with AQIP guiding principles. Included are four essential management competencies including leadership, managing people, continuous improvement, and strategic thinking. Common core competencies of collaboration, professionalism, customer service, conflict resolution/problem solving, adaptability and inclusiveness are also included. The following key competencies have been identified as essential for success in this position.

Qualifications:

Master’s degree (M.A., M.S., or M.Ed) from an accredited institution in a field related to the disciplines within the Learning Center. Significant amount of post secondary administrative experience within instruction at the dean, associate dean, program director or comparable level including:

· Demonstrated experience in administration with experience and expertise in disciplines or programs to be administered.

· Experience establishing partnerships with community based organizations, foundations, and/or other outside agents.

· Experience managing professional and instructional employees in a team-based, unionized environment.

· Demonstrated experience working collaboratively on a district-wide basis.

· Demonstrated experience with continuous quality improvement strategies.

· Demonstrated experience utilizing student development theory and practice.

3. Two years of teaching experience. The two years of teaching

experience may be compiled of full-time classroom teaching, part-time

classroom teaching, adjunct teaching, presentations, workforce development

training, and many other types of similar experience.

4. Certifiable as an instructional administrator through the Wisconsin

Technical College System. (Qualifications 1-3 listed above would enable

certification at this level).
