Job Description
Plans, organizes and controls space planning, deferred maintenance, renovations of spaces and construction management.
Job Responsibilities:
Plans, organizes and controls functions and activities of space planning, renovations, projects, building of new facilities and grounds.
Reviews and evaluates existing programs, services as they relate to space utilization. Develops, recommends to Hospital Offices and implements or guides implementation of new and/or modified space/buildings, to support new or expanded programs.
Meets with Hospital Offices, medical, administrative and supervisory staff, as well as community groups, agencies, contractors, architects and engineers to plan, organize, coordinate and/or help communicate programs, services, policies and/or procedures as it relates to new or modified facilities.
Monitors flow and quality of work to assure timely completion of workload and adherence to facilitys standards and regulations.
Prepares bid documents, specifications, cost estimates, budgets, schedules and savings in energy. Reviews same with Director of Facilities Management
Prepares and maintains a variety of departmental records and reports
Insures compliance with JCAHO, State Health Department, NFPA, EPA, DEP, ADA and local building codes and all other authorities having jurisdiction
Plans, coordinates and monitors construction and development of physical facilities
Prepares, reviews, evaluates and recommends approval of plans for construction
Advises on structural changes and additions and/or modifications to buildings and space utilization
Interviews independent contractors to receive and analyze bids, including blueprint analysis of proposed changes
Submits bids, cost estimates, schedules, phasing plans, budgets, reports and recommendations to Director of Facilities Management and administration for consideration
Serves as liaison with contractors, architects, engineers, regulatory agencies, hospital facilities staff, material and equipment suppliers and other parties as required. Acts as contractor to sub-contractors as needed
Oversees day to day construction activities and maintains all appropriate logs.
Review and approve all payment applications and change orders. Maintains appropriate Infection control practices/standards and Interim Life Safety Measures during construction activities. Ensures the proper commissioning of all new and renovated building systems
Negotiates with outside vendors for preferred agreements
Performs a variety of supervisory functions
Assigns work to staff and may assume management responsibility in the Director's absence
Participates in the in-house fire response team
Performs other services and duties, as delegated, and serves on a variety of facility committees as required by administration.
Job Requirements:
Minimum AA or 2 year Tech Degree in engineering or equivalent work or military experience or related field, 5 years responsibility at a manager level, 5 years engineering and construction experience in a health care institution preferred
Thorough knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, principles of management and supervision and procedures and policies of departments and facility.
Proficient in the use of Windows based office software including but not limited to Microsoft Office, Word, Excel, PowerPoint, Outlook, and MS Project
Ability to read, comprehend and transmit complicated detailed instructions in writing and verbally.
Ability to communicate effectively in written format and oral presentations
Ability to multi-tasks and establish priorities
Ability to maintain organization in a changing environment
Exhibits initiative, responsibility, flexibility and leadership
Possess a thorough knowledge of contract administration and office procedures
Ability to use working knowledge of working environment to meet established goals and objectives
