Description: Under the broad direction of the Partners Deputy CIO, the incumbent directs the development, implementation and provision of technical services and operations to support the voice and data network needs of the overall Partners HealthCare System (PHS.) S/he directs the productive, timely and quality delivery of programs and services, and ensures that systems are supported and available 24 by 7. S/he actively pursues opportunities to increase effectiveness of areas of responsibilities. S/he works closely with customers to understand business needs and develops appropriate plans and solutions to address future technology requirements
This position includes, but is not limited to, the following areas:
- Telecommunications includes the management of voice technology, related systems, large scale project management, call center management, vendor management, future technology designs, and related business operations such as revenue generation, billing and paging.
- Network Engineering-support of wired and wireless network (over 77,000 nodes), network security, related systems, large scale project management, vendor management, and future technology designs.
The incumbent ensures that Network Engineering and Telecommunications is well managed, proactive and progressive. S/he works extensively with the Partners Information Systems site directors and enterprise support directors to develop implementation and support plans. S/he leads the development and implementation of large projects and other initiatives, or directs others in the same. S/he works with other members of Information Systems Management to design, develop and coordinate systems and infrastructure. The incumbent establishes measures to ensure that Information Systems Services meet PHS end user needs.
This position is responsible for the planning and coordination of all engineering support activities within the Partners HealthCare network and telecommunication activities for PHS Corporate, MGH, and BWH. The position will provide advisory services for sites where telecommunications is currently managed locally.
The Director needs to balance the expectations of PHS technical managers and end users with the reality of the funded and approved initiatives. This necessitates seasoned political skills and creativity in working with constrained resources.
The Director of Network Engineering and Telecommunications will work closely with the Director of Technical Services and Operations, the Director of Support Services and the Chief Technology Officer to ensure a seamless flow of information, combined planning and commitments to PHS initiatives. The Director will be skilled at working in a highly matrixed organization, and will foster that perspective across the entire customer services team.
Provides general direction to Network Engineering and Telecommunications staff and system support personnel to achieve quality, timely and effective services. Will actively pursue opportunities to blend and leverage talent between the Engineering and Telecommunications staff.
Establishes operating goals with site senior management and meets goals and plans. Provides detailed monthly service reports.
Works with executive committees, senior management, physician management and PHS management to evaluate current and future technical needs.
Provides innovative and proactive management, including the attraction, retention and development of a high performance team of staff.
Provides financial oversight of Network Engineering and Telecommunications including the development of, and direction of financial objectives, budgets and expenditures.
Develops programs to identify revenue opportunities for Information Systems (IS.) Works closely with vendors to achieve optimal pricing for services. Actively pursues opportunities to improve services while reducing costs. Qualifications: 10-15 years relevant experience in managing customer service, telecommunications and/or engineering in large organizations. Healthcare experience preferred.
Minimum of a Bachelors Degree in Computer Science, Business Management, or equivalent subjects. Master degree desired.
Demonstrated technical proficiency in applicable voice and data networks and related systems.
Proven skill and experience in large project management, contracting, general management, strategic planning, program development and negotiations; skill in analysis, organization and presentations.
Ability to carry out position with a high degree of customer service, communication, teamwork and timeliness
Skill in working with executive management; ability to communicate technical concepts and drivers to a non-technical audience. Skill in managing difficult situations.
Demonstrated skill in professionally managing large operating and capital budgets.
Skill in managing in a highly matrixed organization.
Demonstrated knowledge of telecommunications and engineering hardware, software, services and programs.
In-depth knowledge of networking protocols, and equipment for LAN and WAN.
Strong service orientation.
Excellent oral, written, and presentation skills.
