Description: POSITION - Project Implementation Procurement Specialist responsible for providing procurement support services to 3rd Party customers of Pacific Gas & Electric (PG&E) and Southern California Edison (SCE) Industrial Energy Efficiency (IEE) Programs.
LOCATION - San Francisco and Los Angeles greater metropolitan areas. Moderate travel required.
DUTIES -
1) Immediate: Assist 3rd party customers select equipment vendors and trade subcontractors to implement energy efficiency projects within existing Lockheed Martin IEE programs for PG&E and SCE.
2) Mid Term: Develop and Market Turnkey Contracting Services (possible but not guaranteed).
3) Long Term: Develop and Market Performance Contracting Services (possible but not guaranteed).
QUALIFICATIONS - Include but not limited to:
1) Necessary
a) Technical or Business undergraduate degree.
b) Contract administration experience.
c) Equipment and Trade Subcontractor procurement experience.
2) Desirable
a) Construction management experience.
RESPONSIBILITIES - Include but not limited to:
1) Primary
a) Develop and implement documents and procedures to provide equipment vendor and trade subcontractor selection assistance to 3rd party utility customers to facilitate the Procurement phase of energy efficiency project implementation.
b) Establish 3rd Party Implementation Partnerships with:
i) Equipment Vendors.
ii) Trade Subcontractors.
c) Provide Procurement Support Services
i) Pre-Purchase
1) Evaluate Vendor & Subcontractor Budgets.
ii) Purchasing
1) Create Subcontract Terms & Conditions.
2) Issue Subcontract RFPs.
3) Evaluate Subcontract Proposals.
4) Subcontract Negotiation.
d) Program Reporting and Performance Review.
2) Secondary
a) Assist Construction Specialist with:
i) Pre-Construction Trade Licensing & Permitting.
ii) Construction Change Order Review & Approval.
b) Assist 3rd Party Program Partners deliver:
i) Financing Services.
ii) Final Design Services of:
1) Site & Use Permitting.
2) Final Drawings & Specifications. Qualifications: 1) Technical or Business undergraduate degree.
2) Contract administration experience.
