Description: Responsible for project coordination including budgeting, schedule, contract management, construction oversight, and commissioning of buildings and technical facilities for the JHU/APL campuses, designed by internal staff and by consultants, from programming through occupancy. The Project Manager will be responsible for meeting with internal customers and management to develop project scope, and will be assigned concurrent projects involving new construction and renovation projects. The Project Manager must have strong leadership and negotiation skills, and will work closely with members of the Laboratory community and outside consultants to create effective relationships. Project Management Apply working knowledge of architecture, engineering and design principles, building systems, code regulations, and construction practices to projects designed and constructed with both in-house staff or consultants/contractors; coordinate project activities including permit applications, on-site inspection to assure compliance with codes, plans, and specifications; review submittals and shop drawings; resolve construction problems in concert with Architect/Engineer of record; coordinate commissioning of systems and training for operations and maintenance personnel; assist in pre-occupancy and occupancy process; and review as-built drawings and O&M manuals for accuracy and completeness. Work closely with departments and Space Management to prioritize and sequence projects. Project Communications Serve as primary liaison with customers, consultants, contractors, and staff for assigned projects; utilize all project management tools including, but not limited to, Microsoft Office Suite and project management software to communicate project progress; attend regular construction status meetings and report on project milestones to Laboratory management; and maintain appropriate files and records. Contract Administration Work closely with the Business Services Department groups to ensure compliance with all procurement requirements and develop contract schedule of values; evaluate contractors value engineering proposals; verify construction progress and approve invoice payments, disposition of change requests, and claims; track budgets and prepare reports or projections as required; confer with County officials to resolve permit issues; and coordinate contractor access and security issues. Project Development Interface with Lab technical and service departments to identify and interpret program requirements; develop scope of work and participate in selection of design professionals and consultants; develop a project schedule and cost model; review design submissions for compliance with program requirements and Lab standards; effectively communicate design development and the requirements with the stakeholders; develop and review budgets, cost estimates, and contract documents; and evaluate proposals from prospective construction contractors. Qualifications: Required:

BS, or equivalent, in Engineering (civil, electrical, mechanical) or Architecture with credentials as a Professional engineer, Certified Project Manager, or registered Architect in Maryland or the ability to obtain Maryland registration within one year. Minimum of 10 years experience as a project manager for the design and construction of complex institutional projects. Must have strong leadership skills and be able to work closely with members of the Laboratory community and outside consultants to create effective relationships. Working knowledge of OSHA, building and life safety codes, project management software, and cost estimating. Must have experience in proactive planning, project programming, budgeting, quality control, and quality assurance. Must possess excellent listening, customer service, negotiation, and organizational skills as well as effective communication skills. Must have prior experience in using a tool for project scheduling for the purpose of communicating accurate project status to related audiences such as internal staff and customers. Valid drivers license required and applicants will be subject to a drivers record evaluation.



Desired:

Masters Degree in related field. Prior formal supervisory experience. Applicant with the right strengths and qualifications may be considered for a supervisory position. Knowledge of AutoCAD. Familiar with environmental regulations.
