Within this fast paced, challenging construction environment, the Project Controls function encompasses ascertaining requirements, developing related schedules, coordinating with associated groups, monitoring subsequent progress, addressing problems and initiating actions, as necessary, to ensure contract compliance.  You will be responsible for supporting Project Management including execution, contract compliance, customer satisfaction and financial return for one or more of the most complex and/or large projects involving major financial commitments. In addition, you will serve as technical consultant to managers and project participants, and coordinate project activities, as well as develop, recommend and implement initiatives to ensure customer satisfaction and improve performance.

 

Candidates should possess a Bachelor’s Degree in engineering, business or related field with 8 to 10 years of related construction experience within the power industry.  Alternatively, a special combination of education and experience and/or demonstrated accomplishments will be considered. Intimate knowledge of Primavera (P3) scheduling software, Timberline accounting software and reporting functions a must.  Candidates must have the legal authorization to live and work in the United States.

 

Typical duties and responsibilities include, but are not limited to: 

 

·         In conjunction with the Project Accounting group, develop and maintain project cost control tools, generate monthly cost reports from accounting database and transition project estimate to budget as well as use project data to prepare customer billings and expenditure forecasts.

 

·         Ensure Subcontractors have implemented effective financial/planning controls.

 

·         Utilize cost management programs (Timberline, JDE) to allow for the tracking and control of budgets, commitments, accruals, expenditures and contingency drawdown during the duration of the project. 

 

·         Identify project cost exposures and overrun risks in a timely manner to allow for informed mitigation decisions and actions. 

 

·         Monitor scope growth by comparing bid quantities with issued for construction quantities and actual quantities.

 

·         Track all field change orders and report to Project Manager daily disposition.  

 

·         Ensure that contractual payment is made on a timely basis and tied to earned progress.

 

·         Ensure that appropriate performance metrics are being tracked, such as productivity, overtime, re-work and earned value progress.

 

·         Conduct a schedule risk assessment to identify potential impacts and develop mitigation plan.  Must be versatile in Primavera.

 

·         Monitor and analyze contractor project schedules and detailed engineering schedules and advise the Project Manager of deviations and potential problems and recommend corrective actions.

 

·         Implement schedule change management process to approve changes to the previous schedules and monitor contractor manpower utilization.

 

·         Ensure that production curves are developed for key deliverables status, such as drawing issue curves, fabrication curves, quantity installation curves, etc.

 

·         Review bid tabs for material delivery schedules and participate in the evaluation of contractor bids.

 

·         Ensure a resource-loaded schedule is integrated with cost forecast.

 

·         Ensure that physical progress is being measured and reported in WBS detail and that the integrated CPM schedule is updated based on progress.

 

·         Ensure that manpower and other resource plans (such as construction equipment) are being reviewed to insure staffing is on track and is achievable.

 

Strong technical and interpersonal skills are required to achieve cooperation, negotiate and reach agreement with customers and suppliers. Requires strong technical and business skills to evaluate and solve the most complex technical and financial problems, and effectively influence senior management and customers. Requires meeting tight schedules involving multiple projects while ensuring customer satisfaction and adherence to Company objectives. Errors may result in significant financial loss and impact future business.
