The Department of State, Bureau of Overseas Buildings Operations (OBO), Construction and Commissioning Division has immediate and future openings under Personal Services contracts (PSC) for Construction Engineers in all of the disciplines to include Mechanical, Electrical, Civil, Architectural, and General Engineers both domestically and overseas. Construction and Commissioning Division has a multi-year ambitious construction program that involves the design, construction, renovation and commissioning of various State Department facilities worldwide. Overseas experience is desirable, but not required.
Principle duties include on-site quality assurance, inspection of contractor’s work and resolution of problem areas within the engineer’s assigned discipline and project controls, contract administration, cost/schedule/manpower analysis, preparation of government estimates, evaluation/negotiation of contract changes, implementation and monitoring of project safety, and review of contractor’s payment requests.
MANDATORY REQUIREMENTS: Applicant MUST be a U.S. citizen. Failure to state this on your original application will render you ineligible. Applicants must show that they possess knowledge of professional engineering principles, methods and procedures as evidenced through the following: completion of a bachelor’s or higher degree in engineering or architecture from an Accreditation Board for Engineering and Technology (ABET) accredited school or registration as a professional engineer (PE) by a state, the District of Columbia, Guam or Puerto Rico; or successfully passing the Engineer-in-Training(EIT) examination, or the written test required for professional registration that is administered by the Board of Engineering Examiners in the various states, the District of Columbia, Guam, and Puerto Rico, and completed all the requirements for either (a) a bachelor’s degree in engineering technology (BET) from an accredited college or university that included at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology.
In addition to meeting the basic educational requirements above, applicants must have at least one year of professional architectural or engineering experience equivalent to the next lower level in the Federal service providing planning, scheduling and project management analysis services for multi-phased construction projects of highly technical and complex overseas buildings/facilities. Experience should demonstrate analyzing and evaluating comprehensive design and construction data/information to develop, define and track project design and construction resource requirements, plans, schedules, and work breakdowns for all project phases; advising project managers on special management reporting requirements that may need to be instituted; analyzing project progress through reports and on-site reviews and identifying and advising on problems and/or trends impacting timely completion of projects.
DESIRABLE REQUIREMENTS: Experience in the construction of office or institutional buildings; experience with building design, cost estimating and/or construction management, and knowledge of Federal Acquisition Regulations (FAR).
