(Problem Gambling Treatment Specialist)

Scope of the Position

Participates as a member of the Problem Gambling Unit in scheduling, preparing for, and conducting quality assurance reviews and inspections of providers of problem gambling treatment services by performing the following duties:

 

•           Directs onsite inspections of state and local programs to verify accuracy of reported data and appropriateness of services; monitors fidelity of evidence-based practices (proven clinical treatment methods) in community problem gambling treatment programs to determine extent of compliance with OARs, statues, rules, state policies, and contracts; determines program performance; determines the need for assistance; provides technical assistance, consultations, and other assistance as needed and appropriate.

•           Performs duties through the use and review of highly confidential program, provider, personnel (state and county employees are often represented by OPEU, AFSCME, and other Unions) records, and client information.

 

•           Analyzes information and data obtained from licensing reviews and write in-depth site review reports of findings. Makes certification recommendations and decisions for corrective actions relating to compliance and health and safety concerns. Tracks and follows up with the problem gambling treatment provider and county until required actions are completed.

 

•           Determines other actions necessary to assist and/or maintain programs in full compliance with contract requirements, administrative rules, and federal regulations.

 

•           Develops recommendations for a corrective action plan and monitors the plan to resolve any deficiencies that are found during the site review process.

 

•           Provides information regarding state and local treatment program performance to boards of directors, program directors, institution directors, and managers, and/or county commissioners, which may lead to disciplinary action up to, and including dismissal. 

 

•           Monitors that site review reports are completed within 60 days after the onsite review and before the expiration of the current period of program approval.

 

•           Reviews and approves the administrative and clinical policies, procedures, safety plans and architectural plans of problem gambling treatment and residential providers.

Develops policy in coordination with AMH Alcohol/Drug/Addictions Policy Development staff to ensure the provision of problem gambling treatment program materials and provide technical assistance to gambling care treatment providers in the community.

 

•           Develops and reviews problem gambling treatment program policies and procedures, definitions, descriptions, administrative rules, and performance measures. Reviews requests for proposals and works in coordination with AMH Alcohol/Drug/Addictions Policy Development staff to implement policies that ensure effective, efficient, culturally competent, and evidence-based problem gambling treatment programs.

 

•           Train new staff of the Quality Assurance team to the procedures and processes necessary to conduct inspections and site reviews of problem gambling treatment programs. 

 

•           Develop and implement training materials (e.g. for the implementation of existing and new OARs) with DHS Division staff and community problem gambling treatment providers as needed.

 

•           Receive, review and process allegations of abuse, complaints and grievances from service recipients and families regarding programs, access to care, treatment planning, or other areas of concern. 

 

•           Coordinate complaint resolution and correspond in person, by telephone, or in writing with the complainant and the correcting agency ie; community partners, county mental health programs and the complainant.

 

•           Perform unannounced inspections of community problem gambling treatment facilities and follow-up based on site review findings. 

 

•           Submit reports of the unannounced review to applicable partners. 

 

•           Maintain ongoing and frequent written correspondence with providers and community partners.

 

Identifies potential state and federal funding resources for general and specialized projects to increase state treatment capacity.

 

At management’s request, facilitates grant projects, special studies, projects, task forces, or meetings; prepares reports and associated correspondence; reviews and analyzes plans, proposals, applications, budgets, legislation; is liaison between AMH, and the Attorney General’s representative regarding legal issues with contractors; participates in projects of other state and local agencies; and performs such other tasks as may be indicated.
