Will develop requirements documents for Ballistic Missile Defense System (BMDS) Operational Test Agency (OTA) assessment of BMDS and BMDS Elements (THAAD, Aegis BMD, PATRIOT, SBIRS, JTAGS, etc) interoperability in flight tests, ground tests, exercises, and constructive simulations. Will participate in BMDS-related test and exercise planning working groups and provide BMDS OTA input and recommendations. Will coordinate with Warfighter organizations and MDA to obtain data link and voice network descriptions and requirements for test and exercise settings and verify that those requirements are implemented for each test or exercise. Will analyze BMDS and BMDS Element interoperability and network performance in tests and exercises, identify critical issues related to differences between operational performance and requirements, and assess impact on BMDS performance, effectiveness, and Warfighter functions. Will provide written reports and briefings on test results. Will use in-depth knowledge of data links and their implementation in live, model, and simulation environments to support accreditation of data link communications used in integrated and distributed ground tests, exercises, and digital simulation-only performance assessments. Will assist in the development, coordination, and publishing of BMDS OTA products such as Operational Assessment Plan, Operational Assessment Report, M&S Accreditation Plan, M&S Accreditation Report, Data Management and Analysis Plan, and Dendritic. Must work independently, with minimum guidance, using self-generated long term goals. Basic Requirements: Bachelors degree is required. Background in design, management, and analysis of air and missile defense data link communications nets, systems, and protocols is required. 8-10 years of directly related experience is required. Other Requirements: Excellent written and verbal skills. Preferences: Military schooling desired. JICO certification desired. Prior experience working for/with Combatant Commands, DISA/JITC, Military Services, or RDT&E organizations desired.
