Description: TELEPHONE AND COMMUNICATIONS. (Homestead AFB, FL ONLY)
- The Contractor shall support programming, planning, and project management efforts, including the C&I planning and budget development processes.
Telecommunications Support. The Contractor shall provide the following telecommunications support
Telephone Operations.
- Operate and sustain local, long distance, and DSN telephone service in accordance with AFI 33-111, with and without operator assistance, by configuring, operating and maintaining the telephone switch.
- Maintain 911 capabilities.
- Perform hardware, software, and firmware installations on the switch.
- Perform backup and restore activities.
- Provide voice mail administration services and maintain the telephone database.
- Ensure that all switch maintenance is provided by switch manufacturer-certified personnel.
Local Service: The Contractor shall maintain outgoing service to the local area for all authorized subscribers who make official calls in direct support of the mission.

Defense Switched Network (DSN): The current DSN service must not be altered without prior approval of local cognizant management officials and GSA ACO.

Long Distance Service: The Contractor shall maintain commercial long distance service for authorized users of the telephone service in accordance with AFI 33-111. This does not include incoming collect calls. Exceptions to this procedure will be determined and approved by the local Wing/Base commanders who establish policy regarding collect phone calls.
Telephone Switch: The Contractor shall maintain the telephone switch and associated components in good working order to meet mission requirements. Actions in support of this effort such as identifying and obtaining (at government expense) materiel, equipment, supplies, technical assistance, and other ancillary support are the Contractor's responsibility. Material, equipment and supplies will be reimbursed per the Reimbursable Direct Parts and Materials Section of the Statement of Work.

Conference Calls: The Contractor shall maintain conference call capability and support conference call requirements when requested.

Base Cable Plant: The Contractor shall manage the base cable plant. Responsibilities include but are not limited to: locate and mark buried cable; interact with the 38th EIG at Tinker AFB to maintain cable plant drawings; interact with 38th EIG STEM to plan and implement cable plant modernization and the base COM blueprint; coordinate emergency repairs to the cable plant; and facilitate site surveys

Inside Distribution: Contractor shall operate and maintain all existing inside building (cable and equipment) distribution (telephonic and LAN). Responsibilities include but are not limited to: minor repair to inside building cabling; trouble shooting and diagnostics; equipment swap outs; coordination on new construction inside building distribution.
Telephone Maintenance:
- Establish a "help-desk" function for receiving reports of telephone/circuit troubles.
- Take action needed to restore the telephone service within the performance parameters established by this SOW. See technical exhibits for each site describe required support, required response times for restoring telephone service or for correcting identified telecommunications deficiencies, and other activities in this area.

Telephone Control Officer (TCO): The Contractor shall perform the TCO function for the bases and must train unit TCOs in accordance with AFI 33-111.

Tracking of System Status:
- The Contractor shall use the Remedy system to track and report status of the telephone system. Qualifications: DMS 100 Switch
