CIVIL ENGINEER - LAND DEVELOPMENT

Key Responsibilities:
This position is an experienced engineer in all conventional aspects of the functional or specialty area of civil engineering assignments. Plans and conducts detailed phases of engineering work requiring judgment in the independent evaluation, selection, and substantial adaptation and modification of standard techniques, procedures, and criteria. Performs specific portions of a broader assignment of an experienced Project Manager of Engineer IV applies standard engineering techniques, procedures, and criteria using judgment in making adaptations and modifications. Assignments have clear and specified objectives and require the investigation of a limited number of variables. Using prescribed methods, performs specific and limited portions of a broader assignment of an experienced engineer or Project Manager.

A. Plans, schedules, conducts, or coordinates detailed phases of civil engineering work for a part of a major project or for multiple total projects with many complex features.

B. Devises new approaches to problems encountered and assists in developing solutions to unusual or complex engineering requirements, Assesses the feasibility or soundness of proposed engineering solutions.

C. Performs work which typically involves conventional engineering practice as well as a variety of complex features such as conflicting design requirements, unsuitability of conventional materials, and difficult coordination requirements.

D. Provides input for proposals to determine the project scope of work, establish a budget, and schedule technical requirements

E. Initiates work on the project and prepares job status information as the project progresses, informs the Project Manager or Project Principal of any major problems, time delays, or potential cost overruns.

F. Works under the guidance of a Project Manager or Project Principal to solve technical problems within the original scope of work. Notifies the Project Manager or Project Principal of any unanticipated problems as the project progresses; documents changes in the scope of work for negotiation with the client.

G. Participates in a job completion review to critique both the positive and negative aspects of the team's performance on the project.

H. Supervises and reviews the work of other engineers, technicians, computer operators, drafters, and others who assist in specific assignments.

I. Keeps abreast of new developments and methods affecting his or her particular area of expertise. Takes continuing education courses and attends training workshops to expand knowledge in all areas of specialization.

J. Assignments may include complete design responsibility for site development engineering from master planning through construction, specialized design responsibility in a specific area of expertise, engineering investigations and report preparation, and other civil engineering activities.

Position Requirements:
A.
Education/Registration B.S. Civil Engineering or related field from an ABET accredited curriculum or equivalent plus appropriate continuing education. Registration as a California Civil Engineer is required for this position. In lieu of B.S., may hold an Engineer-in-Training certificate plus six years experience in civil engineering. Must qualify for and pass the California Civil Engineer examination within a reasonable time period.

B. Experience Performance at this level requires a minimum of four years of sufficient developmental experience in a professional position (Engineer II) or equivalent graduate level education plus experience to assure competence as a fully trained civil engineer.

C. Skills/Job Knowledge
1. Must demonstrate a thorough knowledge and show experience in all phases of project development related to his or her area of expertise (e.g. site development, traffic and transportation engineering, hydrology and hydraulics). Work requires a broad knowledge of precedents in his or her specialty area and a good knowledge of principles and practices of related specialties.
2. Additional skills needed for this position include supervision, communications, and human resources management.

D. Level of Supervision Minimum supervision. Independently makes engineering decisions and performs assignments with instructions as to the general results expected. Occasional progress review at milestones. Seeks technical guidance from senior staff on unusual or complex projects.
