The NOAA Office of the Chief Information Officer (OCIO) is responsible to ensure NOAA's programs make full and appropriate use of information technology. The NOAA OCIO oversees the expenditure of approximately $600 million each year in information technology (IT) spending alone - computer hardware, software, services, networking, and telecommunications.

NOAA OCIO and its Line Office OCIOs are key partners with NOAA to meet NOAA Missions and Strategic Goals

The ASRC MS NOAALink CTO will support the NOAA OCIO and NOAA's Lines of Business through the development of centralized policies and guidance, which are implemented across NOAA and Line Offices.

The ASRC MS NOAALink CTO works closely with the NOAA OCIO and with business partners throughout NOAA and the Department of Commerce to ensure the use of leading edge technology that will better enable the NOAA mission. High priority is being focused on IT security, critical infrastructure protection and Homeland Security, in order to ensure the integrity and continuity of operations of NOAA systems, data, products, and services. As well, high priority is given to the use of the internet, technology refresh for NOAA technical infrastructure, infrastructure consolidation, geospatial service capabilities, data throughput capabilities, data archiving capacities, and program management for NOAA's IT investment portfolio.

Responsible for project management and supervisory oversight of the IT Infrastructure for the organization providing operations, maintenance and customer care support services. Responsible to plan, develop, direct, and coordinate all technology projects to ensure that project goals are achieved, interfacing with the customer to ensure that the IT needs of the NOAALink initiative are met. Responsible for the full life cycle development of an integrated system environment. Responsible for overseeing the development and implementation of the operational
System/s, including defining the network architecture, assessing and mitigating security risks, and developing security and contingency plans, to ensure a 99% or greater system uptime. Working in partnership with the NOAA OCIO to develop the annual budget for labor and all hardware/software purchases, ensuring that all costs remain within budget, and reporting monthly on technical progress and cost. Implementer and user of ITIL Framework Responsible for ensuring and providing desktop IT support for a large member user base, as well as telephone and email technical support for users of the hosted systems. Responsibilities include directing all resource, contracts and business management
functions, including budget and schedule, subcontract administration, technical and program performance measurement and all reporting and program technical reviews.

Education Requirements:

Masters Degree in Computer Science, or related information technology course of study preferred

 

Experience:

Candidate must possess proven capability in producing results through strategic IT initiatives with a strong knowledge of NOAA and their lines of business and have a minimum of 10 years of progressive experience in information technology management role.
