The Port Authority of New York & New Jersey is a bi-state public agency responsible for promoting transportation and commerce, operating some of the busiest and most important transportation links in the region including bridges, tunnels, bus terminals, airports, PATH, AirTrain systems and the NY/NJ seaport and is leading the rebuilding of the World Trade Center site in lower Manhattan. 

 

The Purchasing Services Division of the Procurement Department is currently seeking a seasoned procurement professional, preferably with public sector or government experience, looking to build a career with a team focus on delivering outstanding value and service to our clients.

 

Responsibilities:

 

Analyze requisitions and other solicitation documents to ensure clarity and completeness in description of materials and services and delivery requirements, including vendor sourcing, enabling and encouraging maximum competition among vendors.Conduct the solicitation process utilizing bids, Request For Proposals (RFP) and other procurement methods, as appropriate; manages the RFP process and evaluation committee from inception to award.Analyze bids and proposals for responsiveness and M/W/SBE compliance and makes contract award recommendations.Ensure Port Authority procedures and guidelines are followed and appropriate ethical business practices are maintained. Provide internal clients with guidance on all aspects of procurement ensuring flexible and fast response to customer needs.Provide clear and timely written and verbal communication, advising management of critical issues and provide suggested solutions.Facilitate internal and external meetings and mediate contract disputes. Demonstrate and continuously improve business expertise within assigned commodity/service areas, including an in-depth knowledge of industries, suppliers and their capabilities with an eye toward technology trends. Qualifications

 

A Bachelor’s Degree and a minimum of three years related Buyer experience.Ability to work independently in a fast-paced environment and possess a shared organizational value for integrity, flexibility and professional/ethical behavior.Must possess good decision-making, problem solving, verbal & written communication skills and the ability to work independently.The ability to manage a large workload within tight time constraints, establish and maintain cooperating working relationships with a diverse population of staff and make sound decisions.Highly Desirable

 

Comprehensive knowledge of government purchasing policies and procedures.Prior proven experience with e-Procurement/e-resourcing tools (i.e. researching government contracts online and soliciting bids electronically), SAP or any other large Enterprise Resource Planning system.Possess one of the following:  Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO) or Certified Purchasing Manager (CPM) certification.
