THE POSITION

The County of Riverside, Purchasing Department has an opening for the position of Buyer II.

The candidate must have the ability to collect and analyze quotes and proposals; lead negotiation teams and negotiate contracts to obtain the best advantage for the County. As a Buyer II you will do the buying of goods and services for the County by issuing Purchase Orders, and complex Requests for Proposals/Quotations.

Buyer II positions are assigned greater independence in the day-to-day performance of complex purchasing assignments. Incumbents possess in-depth purchasing and product knowledge needed to conduct complex cost/value analyses of a full range of commodities and services, including the most complex, specialized, and technical equipment. Incumbents may serve in a lead capacity over clerical and support personnel, which would typically require
monitoring work performance and advising, as necessary.

Additional factors that may be included when allocating positions to this level include the complexity of the order process, value of goods and services purchased, and types of commodities being purchased. Experienced with Microsoft Word and Excel would be a great plus!

Typical Qualifications:

Option I
Education: Graduation from a recognized college or university with major coursework in purchasing, business administration, economics, or a related field.

Experience: One year of buying experience which included responsibility for high-value ($10,000 or more) procurements and for individual assignment of a specific commodity or group of commodities in a purchasing department or agency.

Option II
Experience: Two years as a Buyer I with Riverside County.

Option III
Experience: Four years of buying experience, two of which must have included responsibility for negotiation of high-value ($10,000 or more) procurements and for individual assignment of a specific commodity or group of commodities in a purchasing department or agency. Substitution for up to two years of buying experience may be accomplished as follows:

Possession of a Certified Purchasing Manager (CPM) designation for two years, or possession of either a Certificate in Purchasing or a Certificate in Contracting for up to one year, or completion of major coursework in purchasing, business administration, economics or a related field on the basis on 30 semester or 45 quarter units equal to each year of buying experience.

OTHER REQUIREMENTS:
License/Certificate: Possession of a valid California Driver's License may be required.
