Buyer (2 openings) - JOB REQUISITIONS: FY2008-38 & FY2008-39


 

SUMMARY OF RESPONSIBILITIES
Performs procurement functions in support of major IT services contract.

PRIMARY RESPONSIBILITIES
Executes and administers simple to complex acquisitions of information technology (IT) hardware, systems, labor services contracts and software licensing/software maintenance agreements.

Prepares synopsis/Request For Proposals for high dollar procurements, evaluates offers, performs cost/price analyses, negotiates and administers to completion after award.

Works with and provides guidance to the technical team in developing formal statements of work/technical specifications through contract award.

Ensures assigned tasks are accomplished in compliance with FAR /NASA FAR Supplement.

Researches technical publications and catalogs to identify needed materials to be purchased.

Performs follow-up and/or modifies purchase orders as required.

Excellent communication skills required.

ESSENTIAL FUNCTIONS:
Executes and administers complex acquisitions of information technology (IT) hardware, systems, labor services contracts and software licensing/software maintenance agreements. Analyzes billing validation and verification reports to ensure compliance with subcontract terms. Oversees the preparation, negotiation, and administration of hardware and/or software maintenance agreements with service or equipment vendors. Prepares synopsis/Request For Proposals for high dollar procurements, evaluates offers, performs cost/price analyses, negotiates and administers to completion after award. Represents company in meetings with the customer and provides guidance and counsel pertaining to customer wishes/expectations relating to planned or current acquisitions or feasibility studies. Ensures assigned tasks are accomplished in compliance with FAR /NASA FAR Supplement.

OTHER RELATED DUTIES:
Perform other related duties as required.

EDUCATION:
Bachelor Degree in related discipline required and a minimum of three to five years of related experience.

CORE COMPETENCIES:
Knowledge of government subcontracting in compliance with FAR/NASA Supplement. Must be familiar with firm fixed priced, BPA, labor hour and requirements type contracting. Experience in software licensing and software support agreements and Cost Plus contracts desired. Ability to operate a computer with speed and accuracy and extract accurate data. Ability to establish and maintain effective work relationships with customers. Ability to work in a fast paced, customer-oriented environment. Proper English grammar, usage, spelling and punctuation; Modern business office procedures, including business correspondence and reports. Must be able to multi task and motivate others.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR THIS POSITION:
Must have experience in negotiating, executing, and administration of fixed priced IT hardware, software and services purchase order/subcontracts, including hardware and software maintenance agreements. Must have advanced expertise to issue IT hardware and software proposals, analyze cost/price proposals, to resolve conflicts in terms and conditions, and demonstrate good negotiation skills. Strong verbal and written communications skills required to successfully work with vendors and interdepartmental representatives.
