Description:
Provides technical support across the breadth of MDA/DE responsibilities including implementation of the single technical authority, BMDS system engineering, test, modeling and simulation, independent assessment, system integration, and organizational development. Responsibilities include frequent interactions with senior leaders in a multi-service, civilian-military organization which requires experience working in joint and international organizations. Reviews BMDS technical/management documentation, develops recommendations, prepares supporting documentation, and coordinates proposed recommendations. Facilitates and coordinates MDA/DE activities/responsibilities with program offices and other functional directorates. Leads work groups, attends BMDS reviews, takes actions, prepares meeting summaries, and briefs senior management as required. Experience in DoD/Service acquisition process, combat developments, policy development, test and evaluation, and program management is highly desired. Experience at the highest levels within the Department of Defense or federal government is also highly desired. Must be a self-starter who can understand the crux of policy and programmatic issues and rapidly provide solutions and or recommendations with little to no additional guidance. Missile defense knowledge is desired, but not required. Results oriented, demonstrated achievement in providing solutions to complex management, policy, and programmatic challenges is a must. Analytical and action officer abilities are a must. Essential Job Functions
Devises strategies to facilitate transition from current state of business operations to desired future states to meet changing business environment and/or client needs.
Develops, defines, and designs strategic direction working with business development, product development and product management teams.
Architects re-engineering plans to facilitate management of processes related to change enablement, organization development, competency analysis, leadership development, cultural transformation and performance management.
Architects the translation of business objectives into functional requirements and solution design.
Acts as re-engineering consultant to other transformation teams in methods, techniques, and tools to ensure adherence to company guidelines.
Works in conjunction with business strategies program leaders to provide desired re-engineering practices and to ensure alignment of re-engineering initiatives to business objectives.
Assesses the degree of risk impact, timeframe, and cost of re-engineering required to achieve the desired future state.
Serves as the lead expert in re-engineering concepts, issues, methods and techniques to ensure understanding and compliance; guides client executive management on the action required to make change happen.
Provides leadership and work guidance to less experienced personnel.



Basic Qualifications

Current secret security clearance Bachelor's degree or equivalent combination of education and experience Bachelor's degree in business administration, management, or related field preferred Eleven or more years of organizational change consulting experience Experience working with business process architecture and the technology industry Experience working with Process Design, Requirements Management, and Project Management Experience working with re-engineering tools, methods, and techniques
