Chenega Advanced Solutions & Engineering, LLC (CASE) Business Development Manager-MA/DC Job Title: Business Development Manager-MA/DC Location: Metro Boston Area/Washington, DC Reports To: Director of Business Services/COO FLSA Status: Exempt Summary Chenega Advanced Solutions & Engineering, LLC (CASE) is seeking a Business Development Manager, located either in the Massachusetts or Washington, DC area, to grow our business in the Transportation Industry. The Business Development Manager is responsible for identifying, marketing, and capturing programs within the Federal Transportation market. Works closely with Services Directors and Business Development staff in prospecting and identifying new business opportunities that are in line with CASE core competencies. Effectively plans and manages proposal efforts to win contracts. Full responsibility for contract wins and losses. Responsible for overcoming obstacles that stand in the way of a contract win. Takes active, hands-on, developmental roles in all facets of proposal development. Research, qualify, target and capture business opportunities within the Federal services market working in close cooperation with various managers. 2. Identify bid opportunities through a wide variety of information sources. 3. Track the status of potential opportunities that have been identified as targets. 4. Research and qualify opportunities via existing customer base and individual's personal contacts. 5. Review bid opportunities and recommend bid/no-bid decisions with supporting rationale. 6. Develop capture plans, call plans, and focused presentations to prospective clients. 7. Develop detailed proposal plans inclusive of solicitation summaries, competitive analysis, intended win themes, resource requirements and intended assignments, proposal development time-lines, risk analysis, return-on-investment analysis and cost of capture projections. 8. Develop, in detail, and continually re-evaluate the winning bid strategy. 9. Communicate bid strategies to the proposal team and to management. 10. Assemble appropriate bid teams with the cooperation of the Program Manager, Proposal Manager, Contracts Manager, other Capture Managers and the Vice Presidents of Business Development and Operations. 11. Assign appropriate general responsibilities and specific tasks (with deadlines) for all proposal staff. 12. Work closely with the Proposal Service Center to develop responses to RFPs. 13. Effectively manage the productivity and contributions of all team members (including those assigned from outside the Business Development department) to produce the desired results. 14. Continually analyze the status of proposal development to ensure progress toward the schedule. 15. Continually analyze the company’s competition and formulate plans to develop and maintain advantage. 16. Participate in negotiations for all primary sources of supply and contribute where needed with other negotiations. 17. Identify and select the most appropriate team partners, when needed. Develop teaming agreements, statements of work, and subcontracts and assist in their negotiation. 18. Properly identify all risk and develop clearly defined risk-mitigation techniques. 19. Develop appropriate reality models with management and the pricing. 20. Take direct responsibility for developing and writing the executive summary and management plan. 21. Develop status and analysis reports and presentations, as requested. 22. Thoroughly quality-check work performed by all team members. 23. Other duties may be assigned. Particular to this position: • Experience as Program Manager; Business Manager with profit and loss responsibility; Directing a business sector; Supervising or directing personnel in transportation related activities • Extensive experience in the transportation sector • Direct experience in one or more of the following: Highway, Rail, Air • Worked with the Department of Transportation, the Volpe National Transportation Systems Center, Research and Innovation Technology Administration (RITA) • Experience in: Intelligent Transportation System, Safety, Environment, Transportation Engineering, Cost Modeling, Congestion Pricing • Experience with: Federal Highway, Federal Transit, Federal Motor Carriers Safety • University or Research Experience: University Transportation Centers • Colleges, Private Research facilities • Member or served on local, national, federal transportation councils or study groups - Broad business experience cannot just be an academic Supervision This position may have supervisory responsibilities. Minimum Qualifications To perform this job successfully, it is desired that the candidate be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education and/or Experience: Minimum 10 years’ experience in business development and IT program management, working as a capture manager, business development professional, marketing or sales manager. Minimum of 5 years experience performing business development and marketing in the Federal market. Must have experience in reading and understanding Requests for Proposals and Requests for Information.
