Riverside County Regional Medical Center in Moreno Valley is seeking a BUDGET/REIMBURSEMENT ANALYST.
This position will be responsible for preparing reimbursement reports for RCRMC, i.e. Medi-Cal / MediCare Cost Reports and OSHPD; financial and budgetary management; reimbursement and accounting standards for Hospitals; Federal, State, and local codes, rules, and regulations influencing fiscal operations.
Other duties: Collecting and analyzing data; budget preparation / forecasts; appeals regarding reimbursement issues. Knowledge of Medi-Cal / MediCare cost reporting principles a MUST. POSITION OPEN UNTIL FILLED Under direction, collects, analyzes and presents data for planning/cost containment and comparison and to provide technical and informational assistance to program managers and department managers in the preparation of the budgets; and does other related work as required.
This class reports to the HSA Budget / Reimbursement Officer and is responsible to provide direct support for budgeting, reimbursement and financial planning functions.
Examples Of Duties:
* Responsible for formulation and presentation of budgets for controlling funds to implement program objectives of a governmental organization.
* Compiles data based on statistical studies and analyses of past and current years to prepare budgets and to justify funds requested.
* Correlates appropriation for specific programs with appropriations for divisional programs and includes items for emergency funds.
* Reviews operating budgets periodically to analyze trends affecting budget needs.
Consults with unit heads to insure adjustments are made in accordance with program changes in order to facilitate long-term planning.
* Prepares regular and special budget reports to interpret budget directives and to establish policies for carrying out directives.
* Prepares comparative analyses of operating programs by analyzing costs in relation to services performed during previous fiscal years an submits reports to direction of organization with recommendations for budget revisions.
* Testifies regarding proposed budgets before examining and fund granting authorities to clarify reports and gain support for estimated budget needs.
* Collects, analyzes and presents data for planning/cost containment and comparison.
* Provides technical assistance to department heads in preparing budget during the year with any problems in current budget.
* Coordinates the explanations of major variances/adjustments between actual and budget for all departments with the director of accounting.
* Assists in the preparation of quarterly operational forecasts for current and future years using statistical and modeling techniques.
* Provides support services to management in the preparation, interpretation and monitoring of departmental budgets.
* Assists in the implementation of new systems; including networks, software and hardware.
* Represent the county as a Medical Administrative Activities Coordinator (MAA) and Targeted Case Management Coordinator (TCM).
* Provide technical & informational assistance to program managers & department managers in the preparation of the budgets.
* Consolidate individual budgets for 23 branch programs for the Department of Health, Environmental Health Services and 50 department budgets for the General Hospital.
* Prepare federal and state reimbursement reports (financial & statistical), i.e. Medicare, Medi-Cal, FQHC, TCM/MAA.
* Participate in and suggest areas where formal appeals to third party & government agencies are warranted.
* Verify and analyze final cost settlements submitted by third party payors & government agencies for accuracy.
* Assist in the analysis of Medicare PIP program reimbursement to determine if the hospital is being under/over paid.
* Analyzes accounting records to determine financial resources required to implement program and submits recommendations for budget allocations.
* Recommends approval or disapproval of requests for funds.
* Advises staff on cost analysis and fiscal allocations.
* Supervise an Accounting Technician.
Typical Qualifications:
Knowledge of: Financial and budgetary management; Accounting principles and standards; Budgeting, reimbursement and hospital accounting principles; Methods of developing systems and forms for various types of accounting records and reports; Data processing systems and their application to accounting operations; Federal, state, and local codes, rules and regulations influencing agency fiscal operations.
Ability to: Apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; Interpret an extensive variety of technical instructions in mathematical or diagrammatic form; Deal with several abstract and concrete variables; Prepare business letters, expositions, summaries and reports, using prescribed format and conforming to all rules of punctuation, grammar, diction and style; Participate in panel discussions; speak extemporaneously on a variety of subjects; Plan work and develop procedures; Understand statements of operations and procedural routines; Apply numerical reasoning to design or modify systems; Prepare graphs showing operational characteristics of systems, using mathematical tables and formulae.
Experience: Three years of experience as a professional accountant performing budget analysis work.
Education: Graduation from a recognized college or university with a Bachelor's degree with a specialization in accounting, or a possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor; A specialization in accounting is considered to consist of the equivalent of eighteen (18) semester or twenty-seven (27) quarter units in accounting course work.
