B.S. in Engineering, Meteorology, Environmental Science, or related degree; Masters degree preferred. Minimum twelve (12) years air quality experience. Must have thorough understanding of air emissions calculations, air regulations, NSR (New Source Review), greenhouse gas programs, and California and Federal rules and permitting. Candidates must be adept at air permitting strategy and managing complex air permit applications including PSD, NNSR, and Title V permits. Refined air dispersion modeling (ISCST3, AERMOD, and/or CALPUFF) experience, air quality and multi-media audit experience, and a California PE are pluses. International project experience is a benefit given the global nature of our business. Excellent oral and written communication skills required. Must be proficient at use of standard software packages including MS Excel, Word and PowerPoint. Candidates should have some previous management experience and demonstrated success in business development. Technical skills include permitting, modeling, emission calculations, and project management. Extensive experience in the refining, power, petrochemicals and general industrial sectors are a plus. Proven track record in client relations including business development, top quality client service and account management/growth. Ability and experience in growing, managing and mentoring staff.
Job Description :
URS is seeking an air quality specialist to lead our vibrant air quality and process engineering practice in Oakland. This is a "hands-on" position, requiring solid technical skills, project management, and business development expertise. Must be committed to providing value-added service to our clients. The candidate would lead our existing staff and project teams in the performance of air emission calculations and California and federal regulatory analysis. This leader will work with teams to prepare air permit applications and provide compliance support. Conducts analyses to evaluate the air quality impacts for any source(s) of pollutant emissions, i.e., industrial, utility, commercial, institutional, transportation. Leader will interface with clients and URS' process engineering centers of excellence to provide air pollution control technology design and construction management services. Specific tasks of the air quality staff include development of quantitative emissions estimates, application of various standard computer models to calculate emissions or air quality and health risk impacts of emissions, as well as documentation of these activities in technical reports. General responsibilities include: air quality program development; business development and continued client relations; staff hiring and retention; project management, quality assurance/quality control, staff management and mentoring.
