Community Accounting Coordinator

 

This employment opportunity is with the Administrative Services Division (ASD)/Office of Financial Services/Payables/Contracts Payables, which is part of the Department of Human Services (DHS).  There is one full-time position located in Salem.  This position is represented by a union.

SCOPE OF THE POSITION

 

Major Duties Include:

 

Manage the Community Accounting Database Systems

Coordinate the interface of the Community Accounting R:Base Payment Database, SFMA (Statewide Financial Management Application), CPMS (Client Process Monitor System), & eXPRS Payment System.  Review contracts and amendments in the Contracts System for proper coding for input by interface between the Contracts database system, and the Community Accounting System.  Develop and maintain the interface between R:Base and the SFMS.  Recommend the necessary system modifications and improvements to ensure accuracy, data flow, a clear audit trail, and compliance with accounting standards.  Implement any desired changes or modifications.

 

Coordinate the Contract Payment Cycle

Review the accounting effect of contracts and amendments.  Run R:Base payment calculations.  Review monthly contract, offset, and adjustment entries to assure timely and accurate payments.  Maintain crosswalk tables for R:Base and eXPRS to allow accurate data entry via the SFMA interfaces.  Maintain eXPRS funding formulas.

 

Reconciliation

Reconcile SFMA to R:Base and eXPRS subsidiaries.  Determine amount and nature of needed adjustments.   Assure that adjustments are entered and achieve the desired effect.  Prepare reports from SFMA records and the Community R:Base Payments Database.  Using Brio prepare ad hoc reports from SFMA.  Prepare year end federal fund reports for distribution to the community contractors to aid with their annual audits.   Log independent audit confirmation letters and respond to these inquiries on payment and funding.

 

Submit an annual federal funds report to the Department of Administrative Services (DAS) for distribution to the cognizant agencies for their use in monitoring compliance with federal reporting requirements.   Prepare other reports from SFMA and R:Base as required by the various program office, the auditors, or SPD-DD (Seniors & People with Disabilities – Developmental Disabilities), and OMHAS (Office of Mental Health & Addiction Services).

Other duties as assigned.

 

Salary:  $3437 - $5026 Monthly
